    Our managers can't give 5/5 ratings because HR mandates a department average of 3. So if a manager gives a 5 to someone, they will have to downgrade someone else to keep that level 3 average. So even if the entire department does outstanding work, something that saves the company's ass, it's 3s for everyone.
